The core technical team is comprised of highly educated, high-quality and renowned domestic and international doctors, professors, scientists, and experts with extensive research and development experience in various fields and interdisciplinary domains such as computer technology, artificial intelligence, big data, Internet of Things (IoT), signal processing, early
warning systems, medical health, energy conservation, environmental protection, automation, mechanical manufacturing, etc. Additionally, international renowned doctors and professors have been hired as strategic development consultants.. The team demonstrates strong innovative spirit, talent cultivation capabilities, a willingness to embrace new challenges, and a strong sense of social responsibility. Accumulatively, core technical team has published over 130 scientific and technological papers, 8 monographs, and textbooks in well-known domestic and international publications. They have undertaken and led more than 80 major international, national, provincial, and municipal scientific research projects and teaching tasks, holding 29 invention patents, over 10 utility model patents, over 10 provincial and ministerial-level achievement awards, and 6 municipal science and technology awards. Shouke Wei, PhD, Professor

Dr. Shouke Wei is a distinguished figure in academia and holds the title of National High-end Talent (Class A) in China. He earned his Ph.D. degree in Computer Simulation for Environmental and Resource Management from the Department of Environmental Informatics at Brandenburg University of Technology Cottbus-Senftenberg in Germany. He also completed his postdoctoral research at the Swiss Federal Institute of Aquatic Science and Technology (EWAGE), where he served as a postdoctoral scientist and doctoral supervisor. Dr. Wei has held positions as a researcher at the University of British Columbia in Canada, a distinguished professor at the School of Computer Science and Engineering in Jining University, and a part-time professor and graduate supervisor at both the School of Computer Science and Control Engineering in Yantai Universiy, and School of Mathematics and Statistics in Ludong University.
He holds key positions in several companies, serving as the Chairman and Chief Scientist at Canada’s Deepsim Intelligent Technology Inc., Chief Scientist at Canadian Sincerity Enterprises Inc., and Chief Scientist at Shandong Deepsim Intelligent Technology Co., Ltd. Dr. Wei is also a distinguished guest editor for renowned SCI academic journals, including special issues for “Symmetry” and “Frontiers in Water.”
Dr. Wei’s primary research focuses on simulation and imitation, machine learning algorithms, computer vision, big data analysis and mining, early warning and prediction methods and technologies, and develop intelligent monitoring and early warning system platforms and intelligent robot systems based on next-generation IT core technologies in various fields such as environmental resources, security, and health.
He has led or participated in 18 major China domestic and international science and technology cooperation projects, successfully developing 15 intelligent products. Notably, the “Smart Water Environment Monitoring and Early Warning System” enables real-time water quality monitoring and early flood warnings. Additionally, his work on the “Visual Transform Plant Disease Diagnosis Model” and “CNN Attention Pneumonia Diagnosis Model” achieved recognition rates exceeding 97%. The “Intelligent Health Diagnosis and Early Warning Big Data Robot” leads internationally by providing timely alerts for health accidents and sudden illnesses, as well as forecasting potential health risks. Moreover, the collaborative development with Canadian Sincerity Enterprises Inc., led to the internationally leading “AI Precision Agricultural Weed Control Robot,” which utilizes advanced AI models and lasers for precise weed identification and removal.
Dr. Wei has been invited as a keynote speaker to 14 international academic conferences and has presented 26 times. He has authored over 40 academic papers, cited more than 1000 times, holds 27 software copyrights, 5 patents, 2 China national scientific and technological achievements, and one non-patent intellectual property evaluation worth 6 million RMB.

He is an international strategist, expert for complex technology management, an industrial innovator, and a visionary. He combines important roles in academia with outstanding appointments related to international industries. Having started his career the University of Oxford, he has also worked for the UN and several for its agencies, such as the World Bank, UNESCO, WHO and UNEP. Professor Peter Sachsenmeier combines deep technologies and management knowledge associated with the digital transformation of all industries. For many years, first as a Senior Partner and later as CEO of an international management consulting firm, he spearheaded Information Technology and communications pathbreaking projects. In 2006, he was elected a fellow of the prestigious German National Academy of Science and Technology, acatech. He is the President of the International Innovation Center @Hankou University in Wuhan, China, and Deputy President of that University. His International Innovation Center covers the depth and width of modern industrial research and development. He is a well-known Industry 4.0 expert and a co-founder (in 2018) of the China-based International Intelligent Manufacturing Alliance. He is also a promotor of Chinese research collaboration with the ASEAN nations. In 2022, he was elected a Fellow of the Asia-Pacific Artificial Intelligence Association. He is a much sought-after advisor for governments, cities, companies, universities, and other organizations. As a proponent of academia-industrial outreach, he has initiated numerous spinoffs in China and elsewhere. He has a unique international network of academic contacts, access to venture projects and advanced technology research. Currently, he is a Professor at the University of Oxford China Center (in the Faculty of Asian and Middle Eastern Studies), looking into the “Next Extensions of Manufacturing, especially with regard to Synthetic Biology”. He is also the Editor-in-chief of the academic journal of GreenTech.
Shafi Noor Islam,PhD, Senior Assistant Professor

He is Senior Assistant Professor at the Universiti Brunei Darussalam, Brunei Darussalam. He hold PhD in Environmental and Resource Management from Brandenburg University of Technology Cottbus-Senftenberg, Germany . Dr. Islam was working as Lecturer at the Technical University of Berlin, and Lecturer of Euro Aquae Hydro-Informatics of Erasmus Mondus at the BTU Cottbus, Germany. He also worked as visiting lecturer at the Halmstad University, Sweden. He has Post-Doctoral experiences and presently is a candidate for Habilitation (Dr.rer.nat.habil.) at the Brandenburg University of Technology Cottbus-Senftenberg, Germany. His research focused in Brunei on Remote Sensing (RS) and GIS application on Rainforest management, Detecting of forest fire, Tropical wetlands ecosystems, Landcover and Landuse planning and sustainability issues. Besides he has research experiences on Kampong Ayer (Water Village) and the current research project is carrying out on Kampong Parit in Brunei. Heritage Management of Kampong Ayer and The Prospects and Challenges of Heritage Tourism in Kampong Ayer are remarkable publications on Brunei. His main activities are in interdisciplinary water resource research on water salinity and mangrove ecosystems modelling. Mega delta ecosystem services, Tangible and Intangible Heritage conservation, climate change impacts on food security and ecosystem services are his focus research fields. He has published over 100 articles in international journals and as book chapters as well as published 2 books.
Fuxian Huang, Professor

He is a Professor and an esteemed educator at Heze University, recognized as a teaching master and a leader in the field of computer applications. He is a fourth-tier talent in the “5136 Talent Project” and leads the provincial-level quality course “C Language Programming.” His primary endeavors encompass teaching computer science and technology, software development and services, as well as educational management. He has authored one monograph and two textbooks, led three school-level educational reform projects, overseen more than 10 research projects, and published over 20 papers along with obtaining five patents. Professor Huang led the construction of the “C Language Programming” course, which was distinguished as a high-quality undergraduate course in Shandong Province in 2019. Additionally, in 2021, it was recognized as a model course for ideological and political education in ordinary undergraduate programs in Shandong Province.
Weiguo Wang, PhD, Associate Professor

He holds a doctoral degree in medicine, and he is an associate professor at Shandong University of Traditional Chinese Medicine and serves as a supervisor for postgraduate students at the Affiliated Hospital of Shandong University of Traditional Chinese Medicine (Shandong Provincial Hospital). He is recognized as a high-level talent in Shandong Province and has been honored as an outstanding science and technology worker in the region, contributing significantly to leading healthcare and health initiatives in the Qilu region. Dr. Wang is an executive member of the China Medical Education Association for the Promotion of Traditional Chinese Medicine Education and an executive director of the Osteoporosis Branch of the China Association for the Promotion of Traditional Chinese Medicine Research. He also serves as an executive committee member of the Osteoporosis Development Research Community of the China Association of Traditional Chinese Medicine, as well as an executive committee member of the Bone Injury Branch of the China Ethnic Medicine Association. Additionally, he holds executive committee positions in various branches of the Chinese Association of Traditional Chinese Medicine. With 24 years of experience in medical treatment, teaching, scientific research, and public health education, he has mentored over 30 postgraduate students. He has authored and edited six monographs and textbooks, led 15 research and teaching projects, obtained nine national invention patents, and has been recognized with seven provincial-level scientific and technological achievement awards, including the second prize for technological advancement in Shandong Province. Dr. Wang has been honored with collective and individual third-class honors on separate occasions.
Huang Yuwen, PhD, Professor

He is a Professor and a Heze Peony Scholar, serving as a master’s supervisor and the Associate Dean of the Computer Science College. His primary research revolves around areas such as big data analysis, machine learning, pattern recognition, and artificial intelligence. He has contributed over 50 academic papers to both domestic and international journals and conferences like IEEE TIFS and PR. Additionally, Dr. Huang has secured more than 10 national invention patents. He currently leads one National Natural Science Foundation project and one Shandong Provincial Natural Science Foundation project. Moreover, he has been involved in over 20 national and provincial-level scientific research projects. He holds the position of Director at the Key Laboratory of Pattern Recognition and Intelligent Perception in Heze City and serves as a board member of the Shandong Province Artificial Intelligence Society. Dr. Huang also acts as a reviewer for several international journals.
Zhonghua Zhao, Associate Professor

He is a Master’s graduate and holds the position of Associate Professor. He serves as the head of the Practical Management Department at the Academic Affairs Office of Heze University. He graduated from the College of Mechanical and Electrical Engineering at Shandong Agricultural University, majoring in Agricultural Machinery Engineering, in July 2005. Since joining the workforce, he has been the chief editor of a textbook titled “Linear Algebra” and has undertaken two school-level educational reform projects. He has published one paper indexed in EI (Engineering Index) and multiple papers in domestic journals. His primary focus revolves around teaching and research in the fields of databases and fundamental mathematics. He teaches courses such as “Linear Algebra,” “Visual FoxPro,” “PHP,” “Database Principles,” and “Computer Fundamentals.”
Wenfeng Liu, PhD, Associate Professor

He is an associate professor at the Computer Science College of Heze University and serves as a supervisor for postgraduate students. His primary research focuses on academic studies in natural language processing, data mining, and artificial intelligence. Since starting his career, he has been dedicated to teaching and research activities at the Computer Science College of Heze University. Presently, he is deputized as the “Deputy Director of Technology” at Shandong Dachi Alpha Electrical Co., Ltd. and has been appointed as the “Enterprise Science and Technology Commissioner” in Shandong Province. He is also a member of the Shandong Province Artificial Intelligence Association. Dr. Liu has received several awards including one third-class prize (first place) for Technological Progress in Heze City, one first-class prize (first place) for Outstanding Achievements in Natural Sciences in Heze City, two second-class prizes (one first place) for Soft Science in the city, and one third-class prize (first place) for Outstanding Achievements in Social Sciences in the city. He has published over 20 academic papers in Chinese core journals, EI-indexed journals, SCI-indexed journals, and international conferences. Furthermore, he has led and completed three provincial and ministerial-level projects, four municipal-level projects, and participated in several national-level projects.
Jinming Li,PhD, Associate Professor

He is an engineering Ph.D. graduate in Instrument Science and Technology from Chongqing University, is an associate professor at Heze University and a supervisor for master’s students at Linyi University. His long-term dedication lies in scientific research and practical applications in the fields of computer vision, image restoration, and artificial intelligence. Dr. Li has participated in numerous national-level scientific research projects and successfully led and completed a project supported by the Shandong Provincial Natural Science Foundation. He has received several awards at the municipal level for his scientific research contributions and has published multiple papers in top-tier international and domestic journals. He is a member of the China Computer Federation (CCF) and also a member of the Shandong Province Artificial Intelligence Association. Dr. Li’s main research projects include the Shandong Provincial Natural Science Foundation Youth Fund project titled “Research on Image Reconstruction Method Based on Implicit Depth Information Perception and Low-Rank Constraint” (ZR2016FQ25), as well as a university-level youth fund project on a similar subject.
Long Zhang, PhD

He obtained his doctoral degree from the Signal and Information Processing program at Hefei University of Technology. His research primarily focuses on intelligent image processing, micro-motion vision enhancement, visual measurement, and he possesses expertise in programming languages such as MATLAB and Python. From July 2016 to April 2018, he worked as a counselor at the Research Office of Jianghan University. Since August 2022, he has been employed as a full-time teacher at the Computer Science College of Heze University. He has been involved in various projects, including the Defense Science and Technology Innovation Zone Project, National Natural Science Foundation Project, Key Research and Development Project of Anhui Province, and Anhui Provincial Universities Cooperative Innovation Project. Dr. Zhang has published two SCI papers and holds four authorized invention patents.

Currently, Jasmine Guo is a founding partner at Shanghai Cherrylane, engaged in brand entrepreneurship. Additionally, she serves as the Operations Director at a cultural technology company. Furthermore, she holds the position of Marketing and Media Director at “Leading Xiaoqi,” a company specializing in future leadership training.
